Status of 2025 Sustainable Development Goals
The United Nations evaluates the progress of 193 member countries towards the Sustainable Development Goals annually, which include 102 global indicators and 24 OECD country indicators. As estimated from 2015 to 2025, none of the 17 global sustainable development goals will be achieved by 2030, with 5 goals clearly deviating from the planned targets. These 5 goals are:
- Goal 2: Zero Hunger.
- Goal 11: Sustainable Cities and Communities.
- Goal 14: Life Below Water.
- Goal 15: Life on Land.
- Goal 16: Peace, Justice, and Strong Institutions.

The performance of UN member states in achieving sustainable development goals varies greatly, which is related to their economic and social conditions. High income countries have higher scores on sustainable development goals, while low – and middle-income countries have seen faster growth in their scores. According to the analysis of indicators divided by the sustainable development goals, one sixth of the indicators may be achieved by 2030, among which the most successful indicators include mobile use (indicators in Goal 9), access to electricity (indicators in Goal 7) and Internet use (indicators in Goal 9).

In 2015, UN member states committed to regularly preparing sustainable development assessments and action plans. As of July 2025, 190 countries worldwide have submitted voluntary national reviews, of which 149 countries have submitted at least two. Some non-member countries, such as 249 regions from 43 countries, have also submitted voluntary national assessments. The United Nations proposes the following recommendations for member states to achieve sustainable development goals:
- Increase sustainable development financing: Countries should consider increasing public financing and creating sufficient fiscal space.
- Pay attention to global public resources: Countries should invest more funds in the fields of natural resources and biodiversity.
- Improve financial markets: Countries should enhance the efficiency of their financial markets to ensure long-term financing for sustainable infrastructure and human capital.
